Biology learning in secondary schools plays a strategic role in equipping students with an understanding of scientific concepts while fostering awareness of environmental issues. However, biology learning is often conceptual and lacks contextualization, thus suboptimally linking biological concepts to real-world environmental conflicts. This study aims to develop a biology learning tool based on environmental conflicts suitable for use in secondary school learning. This study uses a research and development approach with the ADDIE model, which includes the stages of analysis, design, development, limited implementation, and evaluation. The developed products include a Lesson Plan, Student Worksheets, and supporting teaching materials integrated with local environmental conflicts. Validation of the learning tool was carried out by subject matter experts, media experts, and educational practitioners, followed by a limited trial with secondary school students to determine its practicality and user response. The results showed that the biology learning tool based on environmental conflicts has good validity and practicality. Learning that utilizes environmental conflicts as a learning context can increase student engagement in the learning process and help students connect biological concepts to real-world environmental problems. Thus, the developed learning tool has the potential to support contextual biology learning and strengthen scientific literacy and environmental awareness in secondary school students.
